What about character encodings?
UTF-8 and UTF-16 (with or without BOM), Windows code pages for Western, Central European, Cyrillic, Greek, Turkish, Hebrew, Arabic, Baltic and Vietnamese text, GB18030, Big5, Shift_JIS and EUC-KR are detected. Output is UTF-8, optionally with a BOM.
