Can Developers in the US or EU Run MiniMax H3 Weights Locally?
What US or EU developers should verify in the MiniMax H3 license before running weights locally — not a blanket yes.

Not yet — not because of region, but because the weights are not out. As of early August 2026 MiniMax H3 is API-only: announced on July 31, 2026 as open-weight, with weights promised “in the coming days, subject to applicable laws and regulations,” but not yet released. So developers anywhere, including the US and EU, cannot run the weights locally today. When the weights do ship, region could matter in two ways. The model license may set conditions, and the reported plan — the MiniMax Community License — is not final, so read the actual text when it lands. Separately, if your generation involves personal data or user content, local data-protection rules such as GDPR in the EU apply to how you handle that data regardless of what the model license permits. Those are two different obligations.
For now, US and EU developers are in the same position as everyone else: use the hosted API, and watch for the weight release and its license.
