For the open weights, commercial use will fall under the planned MiniMax Community License, which as of early August 2026 is not final: it has been reported to allow commercial use for organizations under $20M in revenue with prominent attribution, but the weights and final license have not shipped. So the answer depends on your route and timing. Today you reach H3 only through an API, so the provider’s terms of service apply. Later, self-hosting the open weights will add the Community License on top, with its own conditions and revenue threshold.

Keep the two separate, and do not assume an API’s commercial allowance covers a future local deployment, or the reverse.
